Can you outline any protocol design that has done this? I think it's mostly
been hardware rather than information theory.

I'm sure you know this, so this is just for other readers, but the IETF
does not enforce anything. Everything is optional and you only have to
follow the RFCs if you want to be at the table in the first place.

I don't see a problem with this draft, and it is not a form of collusion in
itself. Anyone can write an Internet Draft and get to work, which I think
is an underused strategy.
