Speaking wearing no hats.

I personally find the last sentence of your email below to be contrary to the very ethos of the IETF.  The IETF creates global standards, that have a global impact, and irrespective of where individuals come from, their voices should be given equal weight in our discussions.  I do have concerns personally about singling out policymakers over any other individual or class of individuals since people at the IETF are meant to participate as individuals with no one given more weight than anyone else.  However, these concerns with this document have nothing to do with geographic location and where they are from.

I strongly believe that what I see as an extremely nationalist stance should be avoided because it degrades the cohesiveness of the IETF, where the community acts to make the Internet work better, and what impacts the Internet in the US, impacts the Internet in Africa, impacts the Internet in Europe, impacts the Internet in Asia.

So – can we focus on the content of the policy and its implications to the IETF, rather than making statements that come across as nationalist, condescending to the rest of the world, may well be regarded as inflammatory, and that seem to contradict the ethos of the IETF as a global standards organization?

I think the issue you have here is that your document does not contain requirements.

Speaking as a US citizen, I also do not really care to hear from "policy experts" from the UK. I of course support your right to publish, but I do not support putting the IETF's name behind it.
