Fundamentally, recommendations ARE education.  I have nonudea what an educational document would look like without recommendations.We have been as clear as we know how about the fact that none of the recommendations set IETF rules or policy.Even 4.2 bullet 2, which w are trying to rework further, just says that this is something known to cause problems for SDOs.Yours,JoelSent via the Samsung Galaxy S20 FE 5G, an AT&T 5G smartphone

As I recall, the lack of any problems was the reason that the ANTITRUST BOF decided not to produce a policy so many years ago. The conclusion was that educational material was sufficient.The draft-halpern-gendispatch-antitrust document explicitly says that it does not change IETF policy; however, the document includes recommendations.  So, it really is doing more than education.Russ
