Offhand, I don’t know if all WGs have the resources to fix these types of problems.  Also, it is possible that the WG participants (including chairs) may not be aware of the problems, or be too busy to address them, for reasons you give elsewhere in the draft.  I realize this may be a sensitive issue for many IETF participants.
