I still don't get it. In 2119-ese, MUST means that if you don't do
this, you've failed to implement the specification, and your software
won't interoperate with other people's software.

I honestly don't understand what it's supposed to mean here.  For example:

   The moderator team SHALL operate according to a consistent and
   uniform set of criteria, processes, and actions. 

While I hope they do that, what happens if they don't? Something bad,
I guess, but I don't see how it relates to interoperation.
