That doesn't change my comment in any way: the behaviors include all the 
structural issues that cause a lot of people and communities to be 
excluded from participating.

Actually, I think no path is being explored to really address the 
problem. -- that's indeed wre I'm coming from.

And either I not expressed my point of view or intention well, of you
