First of all, let's please not post messages quite so broadly. I'm 
reducing to *just* gendispatch and alldispatch, and maybe THAT's too much.

Without getting into merits of proposals, I'll just note that unless 
provisional allocations expire, they are permanent.  A perfect example 
of this is the URI scheme registry
