I am surprised to see myself thinking this, but I wonder if writing everything down is too prescriptive, and if we need to allow the IESG some flexibility. There are mechanisms that could be created to enable that, of course. Also, outside the IESG it's not clear how they spend their time, for this thread, how much is spent on balloting and draft discussion compared to other things. The NEWTON BoF proposal [1] seems relevant here. FYI, that's an outcome from the 117 GENDISPATCH session where Adrian and I presented.
