This is indeed most valuable.  However, in the moment, it can be difficult to know what statements will turn out to be pivotal and the additional brain power required to maintain the necessary state to recover those critical moments and turn them into concise minutes is considerable.

This is why we see a lot of minutes being closer to a transcript.  It's simply easier to do that than it is to attempt to summarize.  And we see valuable contributors being effectively taken entirely out of action in order to produce those minutes.

Hence the proposal.  The transcript can be subject to post-hoc processing to recover key points and decisions.  Sure, it contains a lot of extra stuff, but it ensures that nothing is missed.

As a practical matter, chairs often approve transcript-style minutes unmodified.  Is this a failing on their part?  What remediation would you suggest for such laxity?
