Once you start building an implementation to interop with a specific 
non-conforming implementation you are in uncharted territory. In that 
case your implementation will most likely also be non-conforming. I 
understand business considerations mean this will happen, but it is 
still unfortunate.

You seem to be asking that the spec be weakened so that you can claim 
conformance when interoperating with a non-conforming implementation. I 
see no good reason for that, and there is clearly a downside in it 
blocking future extension.
