an example from the past is NTP.  When the NTP WG started-up again in ~2005*, quite a bit of the history was shared and it seemed that the Dave Mill's running code was the success factor (RFC 1305). There were very few other implementations, if any in 2005. The new NTP wg's goal was to bring the specification up-to-date with the current code (NTP v4). Anyone still working in timing distribution might want to tweak the above for accuracy.
