I would guess that the likelihood of that happening approaches zero.
I don't see how it would get through the chartering process, given the
apparent lack of relevance to the IETF and the utter lack of domain
expertise within the body of IETF participants.

That said, I think it's the case that instituting a practice of
policing hackathon topics beyond questions of legality (in which
jurisdiction, though?) and violation of IETF policies around harassment
and whatnot is probably more harmful than someone working on this stuff
in the context of an IETF hackathon.  Given that it's virtual, they
aren't hoovering up valuable workspace in the hackathon venue, they
are almost certainly not taking people away from working on things more
relevant to the IETF, and so on.
