Regarding section  4.2. Resolving SLAAC Duplicate Address Detection
Conflicts;

While a station's callsign should be uniquely assigned and result in a
unique hash value, it is at least theoretically possible for the hash
function to create an IID collision, especially since the entire hash will
not be used to form the IID. Such an IID collision will be rare and only
problematic if two stations with the same IID attempt to communicate using
the same network prefix. If two stations with the same IID are on
separate network prefixes, their full IPv6 addresses will be unique.

Nevertheless, an IID collision is not necessarily evidence of the
unauthorized use of a callsign.
