Yes, this is generally used in voice and morse code communication. Not
really applicable to packet radio, as other methods of marking a
packet for broadcast exist.

All radio operators (amateur and otherwise) are required to identify
themselves. Amateur radio operators have a strict requirement from the
International Telecommunication Union to clearly transmit their
callsign at a set interval. Various countries impose further
restrictions on this too.

Probably not. You don't need an IP address to wiretap an ethernet
network, and I don't see why you'd need to derive an address from an
SWL Callsign (listener ID) in order to "wiretap" a radio network.
