No, I am assuming that there _are_ policy knobs, and saying what I think their default values should be.

But to be clear, I would expect surfing the web legally over a ham radio link to be pretty unsatisfying, because you would get no encrypted content, and lots of content is encrypted.   I am saying that this should not change.
