Hi all, FYI, this version contains fixes to IESG, Gen-ART, etc. LC reviews. Most notably: - Added "HIP association" and "Final recipient" to the terminology section - Instead of suggesting "at least 32 bits of randomness" for the Overlay ID, recommending using "any other means possible for preventing collisions" (comment was that 32 bits may give false feeling of safety against collisions). - Fixed conflicting requirements for the Overlay TTL parameter to be understood by the final recipient.
