Speaking as Co-Chair of hokey: if there is a God in heaven, the hokey WG 
will shortly cease to exist; therefore, I would strongly recommend that 
anyone who is not a member of ipsecme but wants to work on that draft 
join the ipsecme WG <https://www.ietf.org/mailman/listinfo/ipsec>.
