That would be perfectly fine, as long as it says what's needed to be said.

The reasoning behind adding the text was that the ADs wanted to know what the routing paradigm for homenets is intended to be.   The text as presented to the IESG said some things that didn't make sense to them, and didn't make clear to them what was intended.   So taking out text could definitely improve the situation.
