Subject: Direction of offset in DateAndTime

This may seem like an obvious question to some but I'm not sure I
understand how the offset in DateAndTime is interpreted.

Right now, I'm assuming that the sign of the offset is the same
as that of <local time> - UTC.  That is, if <local time> is less than
UTC, the direction will be '-', otherwise it will be '+'.

However, it could also be that the offset should be the amount of time
which must be added to <local time> to get to UTC.  If so, the direction
would be reversed.

Could someone please enlighten me about how to interpret these offsets?
