Dear HRPC,

As you know, Stéphane and I had the task to come up with a new version of draft-association before this IETF. Unfortunately, we both have been transferring to new jobs in the last months, which took *a lot* of our time and which means we didn’t have the time to work on this seriously.

Moreover, we must admit we are having challenges taking hold of the document to make it “ours” and bring it to the next step. In particular, one difficulty we have is to understand how the cases were chosen and to which extent they demonstrate the relation between protocols and freedom of association and assembly. For this reason, we think it would be necessary to have more substantial discussions, at least with the previous authors (Niels and Gisela), about significant changes and there are others of you that would be interested.

As a way forward, we propose to articulate our future work on this draft around three online “workshops” or seminars of about 90 minutes, to be held once a month before the next IETF in Vancouver. These will help us better understand the ideas behind the document and to better construct the argument. 

We will present some of our thoughts are the HRPC session this week in Singapore (and online in my case), but we wanted to share this with you here, in case some people would like to react on the mailing list.
