It's interesting to see that they point towards specific oppressors:

I mean, I agree that the talibans are awfully bad and I certainly do
not want to help them. But they are not (unfortunately) the only bad
people on the planet. Why mentioning them and not [insert your most
hated state or organisation]?

While the UDHR certainly provide a common ground to define what is
good and bad, I don't think it will be possible to list the bad guys
in a licence.

BTW, since the licence calls itself "hippocratic", it is worth
mentioning that Hippocrates' oath precisely forbids the doctor to
refrain from healing such or such people. It is a common ethical issue
with Hippocrates' oath: should a doctor heal a bad guy that will
afterwards resume its awful actions?
