Something like

  path-value        = *av-octet
  extension-av      = *av-octet
  av-octet          = <any CHAR except CTLs or ";">

Or

  path-value        = <zero or more of: any CHAR except CTLs or ";">
  extension-av      = <zero or more of: any CHAR except CTLs or ";">
