Hey

I started reading RFC2965 with an eye on cutting out all that isn't true about 
current cookie use, but it quickly adds up to a lot and it made me get bored 
pretty quickly.

It also features weird things like describing the matching algorithim in the 
TERMINOLOGY section.

I'm not so sure it is very helpful to start this work on RFC2965...
