I presume somebody confused Content-Encoding and Transport-Encoding.

Content-Encoding is not merely changing the content for transport
(Transport-Encoding would) because things like ETag's are changed too.

HTTP/2 definitely does have C-E, but I don't think it has non-
trivial T-E.
