I asked the questions about layering and encoding since it seems what you're proposing is very similar to what we (Wenbo from our team) presented at the HTTP workshop in July. It's currently developed at https://github.com/bidiweb/wish/blob/master/draft-yoshino-wish-00.txt and reviewed by interested parties. We're finalizing it and plan to post it soon when ready.
