There is a problem with delay over the web if a service provider wants to provide a service with the absolute minimal delays giving consumers of broadcast tv an experience they have come to expect on delivery setup times.  Perhaps physics will preclude us from ever being as fast as delivering all content down a pipe to consumers homes...we may still find ways to be supremely better than 20 seconds or even 1 to 2 seconds.
