The problem is that there are deployed implementations, and breaking them
would be bad for adoption of the spec.  I agree, you don't want to clutter
up the spec with too much support for old versions, but in this case there
is very little cost.

In an ideal world, the spec would be finished before it was deployed, but
that also means not getting implementation experience back into the spec, so
there are tradeoffs both ways.
