The group seeks rough consensus.  I guess that you could think of it 
as the view that reconciles the various opinions.  That does not 
require everyone to agree; although that's better.  It's not a hard 
rule; there's no voting.  It's up to the Working Group Chair to 
evaluate the consensus.
