the reason to have a restriction on raising issues is to try to focus 
the attention and the energy on
not many requirements...
as a tentative to check if the use of the issue tracker would help to 
reach a clear consensus on specific issues!

as the issues are related to a document, I think you are right that the 
document editors should already have the
possibility to raise issues.
So now all the editors of wg document that are logged in may create and 
comment on tickets.
