SM,

I no Ian does not put much stock in charters, but this one
http://www.whatwg.org/charter has a tiny foot note that says:

  "Queries should be directed either to the mailing list or to Ian Hickson,
   who is acting as a spokesman for the group."

But currently there is no convention to indicate when Ian is speaking with
WhatWG voice, Google voice or with Hixie voice.
