 From RFC 1588:

   'RFC 1107 offered a "strawman" proposal for an Internet Directory
    Service.  The next step after strawman is sometimes called "clayman",
    and here a clayman proposal is presented.'

There are Internet-Drafts that start as a strawman proposal to get 
the discussion going.
