I agree with concerns that deflate-stream is less useful than it was
originally since C->S masking has been added, but that doesn't mean it is of
no use at all.  It was originally added to provide "better than nothing"
compression and an example extension in the spec.  Those benefits still
exist, so I would prefer not to simply remove it.

I have no objection to replacing it with deflate-frame if we can get
agreement on it quickly.

I also don't understand Ian Hickson's position, but I don't think that
alters how we define the wire protocol and should be addressed there and not
here.
