it is more important have a *reason* for the proposed requirement,
definition can mislead and be interpreted as a different requirement or 
a solution.

at moment we do not have any requirement that talk about the relation
with WebSocket API...
and to tell the true I am a bit surprised W3C WebApps has not proposed
any requirements.
I'll start a separate trade about it
