The changes were all in error handling, and were relatively minor. I believe
they match what implementations were doing anyways, and was told by
implementors that bumping the version number for such minor things was a
pain to them. Also, -08 was out for all of a week? Hopefully there's no real
implementations of that draft. I don't mean to dismiss your concern, it's a
fair point, but hopefully the tradeoff is acceptable.
