"WG Chair declared that there was consensus about HTTP compliance.  The Web socket protocol will be HTTP compliant until the Upgrade exchange is completed.  The focus is on leveraging existing HTTP based infrastructure."

Consensus only has to be rough majority, not absolute.

That "declaration of consensus" was premature.  The working group has not reached consensus on that point.
