I bet in this case, the optimum design and the concensus will converge,
once everyone understands all the issues.  And I think it is clearly
Option 2.  It addresses your sweet spot concern I think?

The more I think about it, it does no good to use 24 bit header, because
if we need an extra reserved bit, we can just use one of the reserved bits
to indicate there is an extra byte on the header.
