That was actually my intent. I thought the assignment system did that 
automatically, but obviously it doesn't. I will make sure the 
announcement happens in the future.

The request for this review came directly from Barry, but I've got a 
little more time now to do some triaging, so I'll start trying to make 
assignments for documents that smell like they've got i18n involvement.
