Unicode 12.1.0 is in the special situation that a new character is known 
to be needed by an entire country from a fixed date; with known 
properties other than its shape (and therefore name and decomposition).

Therefore, unlike other betas, there are three known items of 
"last-minute correction" that are known to definitely apply: name, glyph 
and decomposition mapping (but not decomposition type).

As Martin points out, the IDNA2008 status calculation is unaffected and 
this makes thus a good test case for overlapping the IDNA update work 
with the beta.
