Not by giving up.  And not by being a directorate, which is
invitation-only.  I was asked if I wanted to join.  I joined.  I was
given an assignment, and I did it.  If the chairs are not giving out
enough assignments, then maybe we need new chairs.  If we're not
reviewing our own work, then maybe we should be a WG rather than a
directorate, which would have the main benefit of being more accessible
to newcomers.

How can a directorate be disfunctional?  Well, either by having chairs
or secretaries who don't give out assignments, by having members who
shirk assignments, or both.  Both problems are a matter of cajoling the
relevant people until they performed their assigned duties or quit the
chair or group.
