This is where there is concern. In a few places, 
draft-faltstrom-unicode11 makes suggestions to registries about their 
policies. draft-freytag-troublesome-characters does the same, but with 
different results. If draft-faltstrom-unicode11 is only about which 
characters are legal for IDNA2008, it should say that explicitly, and 
say that it is not delving into registry policy. However, I think Patrik 
actively wants to have his draft suggest registry policies that match 
IDNS2008.
