With compatible results. That is, my draft only ever suggests to use 
stricter subsets.

That is always compatible - if it were otherwise, efforts like the Root 
Zone LGRs would somehow be in conflict with IDNA2008.

I read the draft as being about the former.

None of the text passages that you quoted seem to indicate otherwise? If 
you have an example of a text passage, could you cite it here?
