I think this is perhaps not worded in a not very felicitous way.

The intent, I believe, is not a general policy statement, but simply the 
summary conclusion that, based on the expert's review, the changes from 
Unicode 6.3.0 to Unicode 11.0.0 do not rise to the level where a change 
/ update to RFC 5892 is required.

I therefore see no reason to consider the status of this draft changed 
in any way.
