Subject: Did the 'How to FTP' doc ever get published as an RFC?

What ever happened to the 'How to FTP' document?

I was going to point someone to it, but I could not find anything that
looked like it in the rfc-index.txt there is also nothing in the
internet-drafts directory that looked like it.

The last time I remember seeing anything about it was in last November
that we were on the last round of changes (10-Nov-1992). The last
draft I have was dated November 10, 1992 and 'Expires: May 18, 1993'. 

Is it time to re-issue the draft or is it still in the pipe to be
published as an informational RFC and/or FYI?
