While writing a validation tool I noticed some slight problems in the
current draft. I have appended an rcsdiff with proposed changes
(including the # thing).

Another interesting observation (how, as an X.500 person, I missed it
before I don't know): the spec doesn't disallow multiple
template-types, so you could combine DOCUMENT and SITEINFO and end up
with the union of their attributes? Yuck. I suggest we explicitly
disallow this...
