I have skimmed quickly through but not read in depth that draft.  I do
not see, however, any way in which it impinges on the work this WG is
chartered to do.  That may well be because I don't understand it.  But
I don't see how it is in any way directly germaine to the question of
NTIA transition or IANA protocol parameters registries.
