It is not just journalists who would interpret it that way.

I agree with Brian. As far as I know, this list was not asked to review the
entire plan.

This group was created to deal with the protocol parameters part of the
plan. Other groups were created to deal with other parts of the plan.

The IETF may or may not wish to comment on the entire plan, but I think that
that discussion should take place on some other list, not on the list that
was focusing only on the protocol parameters part.
