That's where I'd really like to see some legal opinion as to clarity of 
wording.  It strikes me that something at least as clear and specific as
ICANN's Uniform Dispute Resolution Procedure for domains -- as to under 
what circumstances, who does what to who as regards to IANA IP and the 
iana.org domain.

Or at least, a very clear statement of what we think is necessary in the 
final-final proposal that goes to NTIA.  (I believe I made a stab at 
such words a couple of messages back - but, as the saying goes, IANL).
