That could easily be the case; if so, it would be good to see if the 
working group can reach consensus on that point.

I believe it is mentioning regardless of IETF's intention in this area, 
although also providing some guidance (regarding continuity as-is and/or 
any desired changes) would probably prove helpful to folks trying to assess 
the completeness of the proposed IANA stewardship transition plan.
