Press stories tend to be alarming, because that generates more clicks than say, a boring headline such as "CCWG recommendations questioned by many". 

For example, here is the IAB's take on the CCWG recommendations:

Given this and other reviews of the CCWG recommendations, it would have been surprising (or even alarming?) if the ICANN Board thought they were fine and dandy.
