Olivier,

unfortunately under the RFC 2860 Section 4.3. it is not only a 
property of the IETF Trust (ISOC transfered its rights) imposing the 
BCP 78 licence on RFCs, but under the control of the IETF leaders 
(cf. RFC 3935). The members of the Trust are the IAOC (IETF 
Administrative Oversight Committee) members because BCP 101 already 
gives the IASA (IETF Administrative Support Activity) the duty of 
managing the IETF's IPR.

The IETF Trustee, i.e. the true legal active owner of the internet logic are:

    o  Two members appointed by the IETF Nominations Committee (NomCom);
    o  One member appointed by the IESG;
    o  One member appointed by the IAB;
    o  One member appointed by the ISOC Board of Trustees;
    o  The IETF Chair (ex officio);
    o  The IAB Chair (ex officio);
    o  The ISOC President/CEO (ex officio).

Currently they are:
Jari Arkko, Scott Bradner, Randy Bush,Tobias Gondrom (Chair), Chris 
Griffiths, Bob Hinden; Russ Housley, Ray Pelletier,  Kathy Brown

I understand your concern but is it constructive to maintain the 
status-quo on something that worked but which is losing the reason 
why it worked: sovereignty and USCC procurement QA.

How many Aircraft Carriers ICANN?

The question is not only the ICANN accountability it is also its 
operational capacity to enforce its decisions.
